And also, I tried giving a leader a home political region manually, by opening up the document in Microsoft Word, and when I tried to open him up in the game he was back to no home region.</description>

		<description>I'm working on a scenario in which I have successfully loaded a brand new map and put in all sorts of political units, but when I try to create parties, something strange happens. Whenever I have to input a political region, either for the convention or for a candidate's home region, the program doesn't seem to appropriately register my choice. Specifically, it puts all my Vice-Leaders and conventions onto the last country on my list, and it simply puts a blank on my Leaders, which causes an error and prevents me from finishing the scenario. What on earth is going on?</description>

No, the numbers don't have to add up to 100. President Forever 2008 + Primaries will automatically scale numbers so that they add up to 100 when you run the scenario.</description>

Once I've added one, the whole rest of the screen turns green and seems to be preventing me from clicking on anywhere else in particular and thus from creating any other units at all.
