The first step in creating a campaign is to set the basic campaign information.
General Information
- Scenario Name: The name of the campaign.
- Primaries Introduction: The introduction to the campaign that players will see if Primaries mode is on.
- General Election Introduction: The introduction to the campaign that players will see if Primaries mode is off.
Election Dates
- Primaries Start: The start date if Primaries is on. You can modify the date by clicking in the box, and changing the year, month, or day, or by clicking the down-arrow, which brings up a calendar box.
- General Election Start: The start date if Primaries is off. You can modify the date by clicking in the box, and changing the year, month, or day, or by clicking the down-arrow, which brings up a calendar box.
- General Election Ends: The date the game ends, and the general election is held on.
Scenario Image
Scenario Image: The scenario image. To load a new image, click ‘Change’. The image will automatically be resized to 65 x 85 if it is not already that size. The image must be a bitmap. You can save and create images as bitmaps in Windows Paint, among other graphics programs.
Debates
Displays the Create/Edit Debates dialog box.
Interviews
Displays the Create/Edit Interviewers dialog box.
Economy
Displays the Create/Edit Economic Targets dialog box.
PAC Advertising
Check this box to enable PAC (Political Action Committee) advertising. This allows for ads to be run by PACs in favor or against candidates during the campaign.
Basic Information
- Election Position: What the winner of the campaign will become. For example, President.
- Election Insitution: What body elects the winner. For example, The Electoral College.
- Appointed by: In the case of a tie, what body appoints the winner. For example, Congress.
- Fundraising Coefficient: Modifies the general level of fundraising available in the campaign. For example, in 2008 this value is 1000.
- Poll Results Day: Which day weekly polls are reported on.
- Initial Economy: The state of the economy at the beginning of the campaign. This can change, as determined by variables available by clicking the Economy button on this screen.
- Currency Symbol: The symbol for the currency used in the campaign.
- Max. Ads Per Player: The most ads a player can have at any given time in the Ads screen.
- Ban Ads Before Election: If the box to the left is checked, Ads will be banned before the election. The number of days before the election ads are banned is then determined by the number on the right.
- Base CP: The minimum CP a candidate starts with each turn. To the minimum amount is added CP based on other criteria. To increase the amount of CP everyone has in the game, increase this number. Base CP is 0 by default.
- Universal Alienated %: How many people are alienated in the electorate.
- Money Coefficient: How much things cost in general in the campaign. For example, in 2008 this value is 100.

When I’m done creating a scenario, like the 2012 Presidential Elections. What do I do?
I have also noticed that the other steps aren’t lit up.
I’m new at this, by the way.
This maybe irrelevant to this subject, but when I download the scenarios that others have made, where do I store them in order for the new scenarios to pop up on the PF2008 + Primaries?

Hi Sean,
When you have completed a scenario, you will be able to play it in President Forever 2008 + Primaries. If you can’t click on a step from the main Campaigns Forever screen, it means the scenario isn’t complete yet.
