The second step in completing a campaign is to define the issues that will be relevant in that campaign.
There must be 22 issues created for a campaign to load in President Forever 2008 + Primaries. There are two kinds of issues, Attribute issues and Position issues. Attribute issues involve the attributes of the candidates, and include Leadership, Experience, Integrity, and Issue Familiarity. Position issues involve positions candidates take on issues, such as Military Intervention or Immigration.

Click on an issue to select it.
- Create New: Creates a new issue.
- Remove: Removes an existing issue. You cannot remove Attribute issues.
- Up: Moves the issue up in the list.
- Dn: Moves the issue down in the list.
Details
- Name: The name of the issue.
- Type: The issue type - Attribute or Position (see above for description).
Issue Position Description
For each position available (Far-Left to Far-Right), there are the following variables.
- Position Description: The description accompanying this issue position.
- Fundraising Bonus: The bonus to background fundraising that a candidate gets if they take this position. This number is multiplied by various other numbers to determine an exact dollar value in a given scenario. The higher this number, the more the candidate gets in background fundraising (all other things equal).
Issue Image
Issue Image: The issue image. To load a new image, click ‘Change’. The image will automatically be resized to 32 x 32 if it is not already that size. The image must be a bitmap. You can save and create images as bitmaps in Windows Paint, among other graphics programs.
what, exactly, is the range for fundraising bonus? if is it a multiplier or a straight addition?
say I put “1″ as the bonus? is that effectively meaningless or do I need to put a much larger number?
follow up to above, is this funding bonus even implimented? it seems that the value just gets lost every time i change issues or position on that issue. wtf?
The number is simply added to the player’s fundraising for that turn.
For some reason, Campaigns Forever resets this value to 0. This will be fixed in the next update.
