Is there some way to just load the map and data from the P4E 2008 and then tweek it? Must re-create all the political units from scratch?

You can simply create a copy of the 2008 scenario (for example, open 2008 and then Save As and select a different name), and then tweak the data.
Do these numbers have to add up to 100? I’m having a lot of trouble creating a scenario where the entire state doesn’t start with the Republicans controlling 56% of the state and the Dems and Ind. 0%

No, the numbers don’t have to add up to 100. President Forever 2008 + Primaries will automatically scale numbers so that they add up to 100 when you run the scenario.
