No, the numbers don't have to add up to 100. President Forever 2008 + Primaries will automatically scale numbers so that they add up to 100 when you run the scenario.</description>

You can simply create a copy of the 2008 scenario (for example, open 2008 and then Save As and select a different name), and then tweak the data.</description>
