I'm very confused about how to pick VP's while playing a game that starts in the primaries.  If you try to offer another candidate the VP slot during the primary, it says you must wait until you have the nomination locked up.  But if you wait until the General Election, you can't offer anyone the VP slot because you're the only candidate in your party left.

Also, if another candidate wins the primaries, they will often pick a running mate who was not one of the other Pres. candidates.  Do players have that option as well?  Where do you go to make that selection?</description>
